ANA – Aeroportos de Portugal | VINCI Airports launches survey to promote

sustainable mobility for workers

ANA | VINCI Airports is conducting a survey aimed at all workers operating at Lisbon Airport Perimeter. This initiative is part of the European project LIFE MOONSET, which seeks to study and implement sustainable public transport solutions, with a particular focus on nighttime travel.

The main goal of this survey is to gather data on workers’ mobility patterns to assess real needs and develop more efficient, accessible, and environmentally friendly transportation alternatives.

At the same time, information will be collected regarding home-to-work commuting routes, with the aim of calculating the carbon footprint associated with daily commuting. This assessment is essential for ANA to implement concrete measures that help reduce emissions and mitigate the environmental impact of airport operations.

The active participation of all workers will be crucial to the success of this study and will allow them to contribute to greater and improved accessibility, supporting a more sustainable future.

​Tender for Nighttime Shuttles Services under the project


​As part of the ongoing commitment to improving sustainable mobility, the LIFE MOONSET  Project has reached a new milestone: the official launch of the shuttle services procurement process in Lisbon. This step marks a significant advance in the city’s strategy to ensure inclusive and low-emission mobility solutions for the Lisbon Airport Perimeter’s workers - especially during night hours when public transportation is not available.

Addressing a Mobility Gap with Innovation
Lisbon Airport operates 24/7, but many workers face limited commuting options outside regular public transport hours. Recognizing this challenge, the LIFE MOONSET partners initiated the design and planning of tailored shuttle services to bridge this gap and promote equitable access to employment.

The recently launched procurement process is focused on selecting a sustainable, efficient, and cost-effective operator to provide these nighttime services. The selected provider will operate a dedicated shuttle line, aligned with workers’ shift schedules and covering key residential areas of airport employees.

A Collaborative European Effort
This initiative results from the close collaboration of a consortium of multiple entities united by a shared mission: to realize the LIFE MOONSET vision of testing and expanding innovative mobility solutions that combine environmental responsibility with social inclusion.

Three pilot projects will be implemented across three different cities as part of this project. The consortium is led by Wiener Linien, with the Lisbon pilot being implemented by ANA | VINCI Airports, supported by Transportes Metropolitanos de Lisboa (TML).

One of the key objectives of this pilot is to foster lasting behavioral change, so that over its course and duration it can lead to a viable long-term solution. TML will play a crucial role in researching and developing future mobility strategies.

Sustainability at the Core
The tender prioritizes electric or low-emission vehicles, contributing to Lisbon’s carbon reduction goals and aligning with the EU Green Deal and Sustainable Urban Mobility Plans (SUMP/PMUS).

Additionally, the system will be monitored and evaluated, allowing for replication in other urban contexts facing similar challenges—potentially becoming a reference model for future mobility solutions across Europe.

Next Steps
The pilot shuttle service, with a duration of 1 year, is expected to be launched in the final quarter of 2025, offering a practical response to real mobility needs and demonstrating how European cooperation can generate tangible local impact.

LIFE MOONSET gathers partners for workshop on nighttime mobility at

Lisbon Airport

On February 14, 2025, a workshop was held to reflect on and discuss a pilot project planned for the Lisbon Airport, focused on studying and implementing night-time mobility solutions for the Airport Perimeter’s workers —particularly during periods when conventional public transport services are unavailable.

This initiative is part of the LIFE MOONSET  Project, which aims to promote more sustainable, accessible, and inclusive mobility models, that are aligned with today’s environmental and social challenges.

Five companies operating at the airport were invited to participate in the workshop (TAP, Portway, Menzies Aviation, Acciona, and Securitas), given their relevance within the local workforce ecosystem and their demonstrated commitment to more responsible and innovative practices.

The workshop was promoted by ANA – Aeroportos de Portugal | VINCI Airports at the Lisbon Airport facilities, led by the University of Innsbruck (Austria), and included the participation of TML – Transportes Metropolitanos de Lisboa. As project partners, they share a commitment to rethinking the future of urban mobility through a strategic, collaborative, and people-centered approach.

The LIFE MOONSET project believes that transforming mobility is a key driver for building a more equitable, efficient, and sustainable society—and this workshop marked another important step on that journey.

​The first project meeting took place in Vienna.

The Life Moonset project has officially kicked off with its first meeting. The partners gathered in Vienna, in an event hosted by Wiener Linien, which marked the official start of the project. During the meeting, the objectives, strategies, and next steps were discussed.

​The first ideas for the development of innovative and sustainable transport solutions, focusing on night-time mobility, were shared during the event. This meeting represented an important milestone in ensuring efficient collaboration between all partners and achieving the ambitious goals of the Life Moonset project.

​We are part of the Life Moonset project

The LIFE Moonset project aims to develop an innovative and sustainable transport solution, specifically designed for workers with demanding night shifts. These shifts present specific challenges, as there are currently gaps in the transportation system that require the use of individual transport, making the car a necessity. Life Moonset seeks to bridge these gaps, reducing car dependency and, consequently, greenhouse gas emissions. By improving access to sustainable mobility, the project promotes more eco-friendly transportation habits across Europe.

With a focus on creating positive impacts for both workers and the environment, Life Moonset offers a practical solution for cities striving to achieve climate neutrality.

The project will be implemented in three European countries: Austria, Bulgaria, and Portugal, with pilot projects in the cities of Vienna, Ruse, and Lisbon.

This development is the result of collaboration between several institutions, including TML - Transportes Metropolitanos de Lisboa, ANA - Aeroportos de Portugal, SA, Municipal Transport Ruse, Wiener Linien, Via and CENTRE FOR MOBILITY CHANGE.

The project is funded by the European Union under the LIFE Programme, with support from CINEA - European Climate, Infrastructure, and Environment Executive Agency.
